Okay, before all of you legitimate dog breeders in Wisconsin get your undies in a knot over this, it is not going to effect you. If you are a legitimate breeder you have absolutely nothing to worry about.
But if you are a puppy mill type breeder your days of this cruel practice are numbered. In Wisconsin, if you sell more than twenty five dogs in a year you will have to be licensed through the state. Before getting a license your background will be investigated and the license can be revoked for violations.
What are the violations. Well the first thing the law requires is that a dog breeder maintain a standard of care. They must provide each dog in their kennel enough food, proper shelter and adequate exercise. It seems to me a breeder should do these things as a part of their responsibility to the animals. But puppy mill breeders don’t think that way.
Wisconsin has been a magnet for puppy mill breeders because they have for years had a hands off attitude regarding these ‘businesses’. But this law is going to eliminate the problems with puppy mills in the state.
Thanks is owed to all the caring people who have worked so long and tirelessly to end puppy mill abuse. Their work is not done, but this law is one more giant step toward their goal.
Thanks is also due to the legislators of Wisconsin who brought this bill to the governor. Lastly, thanks is owed to Wisconsin Governor Jim Doyle who signed the bill designed to eliminate puppy mills.
